KCAI โ€” India's First Municipal Climate-Ageing Platform

The Kochi Climate-Ageing Initiative (KCAI) is a CIF India flagship project, proposed and led by CEDAC (Centre of Excellence for Developing Age-Friendly Communities) in partnership with Kochi Municipal Corporation. CIF India plays a central role in driving this initiative โ€” the first of its kind in any Indian city โ€” to protect older persons from the compounding risks of climate change.

Aligned with WHO-GNAFCC, the UN Decade of Healthy Ageing, One Health, and the SDGs, KCAI will operate across all 75 wards of Kochi, building a ward-level climate vulnerability database for older adults, issuing Elder Care Cards, activating early warning systems, and creating community resilience networks โ€” starting with the PRANAM Ward Pilot.

Kochi Declaration on Climate Change & Healthy Ageing

A landmark national consensus document โ€” adopted at NUALS, Kochi โ€” that underpins CIF India's climate-ageing work.

ADOPTED โ€” 21 OCTOBER 2025

The Kochi Declaration on Climate Change and Healthy Ageing

Adopted at the National Roundtable on Climate Change and Healthy Ageing held at the National University of Advanced Legal Studies (NUALS), Kochi โ€” India's first national consensus document at the intersection of climate change and healthy ageing. The Declaration brought together over 60 experts from public health, climate science, law, civil society, and government.

The Declaration recognises older persons as a priority vulnerable group in climate policy, calls for their inclusion in India's Nationally Determined Contributions and National Adaptation Plans, and commits to a National Framework for Climate-Smart Healthy Ageing. CIF India's work on the KCAI is a direct programmatic response to the Kochi Declaration's commitments.
